Pain is the Same After Surgery

My husband had a L5/S1 bilateral laminotomy, foramenotomy, partial facectectomy and nerve root decompression 3.5 weeks ago to treat radiating pain in both feet.   He was in constant pain for 18 months before the surgery. 

The pain is exactly the same. The surgeon says this is normal, and that nerves take a long time to heal. My husband feels that he should be feeling better by now and the surgery was a failure. 

Anyone have a similar experience?
